GeoSlovenia – Visibility
Abstract:
The SLO4D project – Green Slovenian Location Framework is one of the key projects of the Slovenian Recovery and Resilience Plan (RRP). Its main purpose was to modernize and connect the systems that enable the collection, management, and use of spatial information, thereby creating the foundation for a more coordinated digital operation of public administration. The starting point of the project was clear: Slovenia has a rich set of spatial data, but it was fragmented across different institutions, information systems, and procedures. Each department developed its own solutions, which resulted in disconnected processes and made data more difficult to use across institutional boundaries. Therefore, the central goal of SLO4D was to establish horizontal connectivity – not only between data, but primarily between the processes and organizations that create and use this data. On this basis, Geo Slovenia (Geo Slovenija) was created – a community that connects data, processes, and people into a common framework of spatial information. Geo Slovenia represents the cooperation of institutions operating in the fields of space, environment, water, nature, infrastructure, and climate. The community is based on common rules, standards, and technological building blocks that enable spatial information to be used in a coordinated, secure, and reproducible manner. Within the SLO4D framework, numerous technical building blocks were established, such as a metadata system, a catalog of spatial services, registers, and data-sharing systems. These elements represent the basic infrastructure, but for the full implementation of Geo Slovenia, more is needed – demonstrating the functioning of connections between processes and creating concrete use cases where the results are clearly visible in practice.
The subject of this public procurement – “Geo Slovenia – VISIBILITY” – is exactly this next step. The task is focused on upgrading individual technical elements that have proven to be missing in practice, and on developing use cases that will demonstrate how connecting processes and data enables more efficient public administration operations, better decision-making, and greater transparency for the public. This public procurement consolidates the achieved results of the SLO4D project, while simultaneously creating conditions for the long-term operation and visibility of the Geo Slovenia community, whose mission is to connect data, processes, and people in support of sustainable development and the digital transformation of Slovenia. The subject of the contract is co-financed by the Republic of Slovenia and the European Union from the Recovery and Resilience Facility (Mechanism: Recovery and Resilience Plan, Development Area: Digital Transformation, Investment: Green Slovenian Location Framework).
