Abstract:

This public procurement seeks an independent expert analysis to strategically plan and conceptualize a public-facing mobile application for the Surveying and Mapping Authority of the Republic of Slovenia (GURS). Distinct from actual software development, this phase focuses entirely on establishing a comprehensive roadmap to inform future implementation. The selected contractor will evaluate existing GURS digital services, propose a user-friendly app architecture aligned with SLO4D and Geo Slovenia principles, and estimate the necessary technical, financial, and human resources. The final deliverable will be a structured expert report and implementation plan that ensures strict compliance with national digital standards (MDP, DRO) and data privacy legislation (GDPR). This document will serve as the official baseline for a subsequent public tender dedicated to the application’s development and launch.
